About E4-TX

E4-TX is an address-based geo-eligibility tool that determines if a utility customer falls within either of two qualifying datasets:

The tool also provides additional features including determining if the address falls within an Opportunity Zone (OP Zone), an interactive map to pre-determine areas that qualify, the ability to pull a report of all checked addresses and the eligibility results, and a certificate for qualifying addresses which features required information such as the US Census Block Group GEOID.

Optional EE Implementation Measures provide the contractor with several choices to specify specific services. While these measures are not required to qualify for validation in the tool, gathering this information can be beneficial to the contractor, utility, or customer.

E4-TX provides utility contractors the ability to assess the geographic eligibility of a potential program participant's address against two HUD data sets (QCTs and LMISDs). This web-based platform will be mobile-friendly and designed for use by contractors in the field. It creates a record of inquiries to be submitted to each host utility. All eligible and ineligible program participant records will be captured for reporting purposes.

Contractors will use individual or shared generic logins to access the tool for an address search, but they will not be able to view a history of searches or reporting.
